The Port Authority of New York and New Jersey says the driver of a tractor-trailer rigged the front license plate of his vehicle so that it would "disappear" as he drove through a toll plaza, allowing him to avoid paying the $40 fee.</p><p>The Port Authority said driver Orlando Payano ran a cable from the license plate to the dashboard cigarette lighter inside the cab of the vehicle.</p><p>Pulling on the lighter flipped the plate under the truck. Cameras are used to capture images of license plates to identify fare beaters.</p><p>Police charged Payano with toll evasion and license plate destruction. He slips urban dragnets. He runs through crowded train stations, shocking commuters. He even urinates in public.</p><p>That may not be too surprising - since the culprit is a wild monkey.</p><p>The cheeky, red-faced primate has been giving Tokyo authorities a headache since it showed up on city streets a few weeks ago, repeatedly eluding capture by net-wielding police.</p><p>"This monkey is driving us crazy," said Tadayoshi Toyama, police official in the Tokyo neighborhood of Kanda, where the monkey was seen last weekend. "It's so agile, and we only have dignets."</p><p>The primate - a Japanese macaque - first leapt to the national stage in August. It showed up in Tokyo's Shibuya station and gazed down at the crowd from atop a schedule board before deftly escaping dozens of police and dashing to a park.</p><p>Since then, the monkey - which some authorities suspect hitched a train ride from nearby mountains into the city - has been sighted repeatedly around Tokyo. But the animal always manages to slip away before police can catch it.</p><p>The monkey has not hurt anyone so far, and Tokyoites have been delighted rather than alarmed by its appearances. At Shibuya, scores of commuters and high-schoolers snapped photos of the animal with their cell-phones.</p><p>But for the police, chasing the monkey has been time-consuming work.</p><p>Each sighting forces net-wielding police to rush to the scene. Police had to mobilize 10 times over the last weekend alone, but without success.</p><p>On Monday, the monkey was seen sitting in front of a fruit shop staring at the bananas, but was apparently shooed away before snatching its breakfast, Toyama said.</p><p>It was later spotted outside a nearby restaurant, then on a powerline, looking down the policemen who arrived at the scene after someone called in the tip.</p><p>"Then the monkey urinated to the ground," said Toyama. "What a troublemaker. We have to catch him as soon as possible."</p><p>The monkey has not injured anyone or taken store merchandise, and it's so stealthy that authorities haven't even gotten a good enough look to determine whether it's male or female.</p><p>Yoshiaki Sagawa, an official at Tokyo's Ueno Zoo, said odds are the monkey is not a runaway pet because it's not tamed.</p><p>"It's probably a country monkey that has gotten lost from the troop and ended up in the city. Male monkeys sometimes act independently, and that's what might have happened," Sagawa said.</p><p>The monkey is probably living on rainwater, leaves and berries on trees in the park, or from someone's yard, he said.</p><p>Monkeys are common in rural Japan where they have often damage crops, and have been known to bite humans. 							PT>                            					<div class="deck11"><strong>The Associated Press</strong><br /><em></em></div>			<BR />			<div id="intelliTXT">													<p>     PANGUITCH, Utah     -- </p><p>One Utah community is cheering a special bear - but don't call him Smokey.</p><p>Investigators say a large black bear raided a clandestine marijuana growing operation so often that it chased the grower away.</p><p>"This bear is definitely law-enforcement minded," said Garfield County Sheriff Danny Perkins. "If I can find this bear I'm going to deputize him."</p><p>Deputies found food containers ripped apart and strewn everywhere, cans with bear teeth marks, claw marks and bear prints across the Garfield County camp on Tuesday.</p><p>Perkins said the operation on Boulder Mountain included 4,000 "starter" sacks of pot and 888 young plants.</p><p>"This particular bear apparently was not going to give up and basically chased these marijuana farmers away," Perkins said. The officer was dispatched to the area to assist another officer on a call when  he lost control of his police cruiser and slammed into some bushes. </p><p> Police blocked off the area until a tow truck pulled the car out of the shrubbery.  The damage was pretty extensive to the front and back of the vehicle. </p><p> Police say the officer?s injuries were non-life-threatening and he was taken to Thomason Hospital. </p><p> Police suspect the accident was weather related because the roads were slick at the time from the rain.  </p><p>Copyright 2008 by . 							PT>                            					<div class="deck11"><strong>Story by <a target=_new href=http://www.wpxi.com/>wpxi.com</a></strong><br /><em></em></div>			<BR />			<div id="intelliTXT">													<p>  PITTSBURGH   -- </p> <p> A Pittsburgh police officer was injured, and a man was arrested after a chase through traffic in Shadyside. </p><p> Police said that Ramon Walker, 28, of the Hill District, was driving a sport utility vehicle on South Millvale Avenue when he swerved to miss a woman on a bicycle and hit a sign pole that struck and damaged his SUV. </p><p> Zone 5 police officers spotted the damaged SUV on Centre Avenue and attempted to pull it over, at which point a pursuit ensued, according to police. </p><p> The vehicular pursuit ended in the Hill District where Walker crashed his SUV into a police car, injuring a police officer inside, said police. </p><p> Walker allegedly fled the scene and was pursued on foot by another police officer who caught and used a Taser on him, according to police. </p><p> Police said the injured officer was admitted to UPMC South Side.  His injuries were not life-threatening.  Walker was taken to Mercy Hospital and was checked out with no negative effects from the taser. </p><p> Police said charges against Walker will include fleeing and eluding, aggravated assault and recklessly endangering another person.  </p><p>Copyright 2008 by wpxi.com. The men were confronted by two off-duty officers who were working security.  Police said the suspects jumped in a car and hit an off-duty Fulton County officer with the vehicle.  The officer fired his gun and wounded one of the suspects in the car. </p><p> A police chase ensued and ended with a minor crash at Atlantic Station.   The men bailed out of the car and started to run on foot, according to authorities.  Atlanta police officials and Atlantic Station security were able to apprehend the suspects. </p><p> The officer hit by the car suffered non-life threatening injuries. PATTON</strong><br /><em>Detroit Free Press</em></div>			<BR />			<div id="intelliTXT">													 <p xml:lang="en-US">     Detroit Police Chief Ella Bully-Cummings announced her retirement today through a news release just minutes after Mayor Kwame Kilpatrick pleaded guilty to two felonies and agreed to resign.</p> <p>     "As I move forward to the next chapter of my life, I look forward to spending time with my husband and my family, who have sacrificed so much the past five years," she told reporters today. "My desire was based upon my family's needs. I've delayed being with my family."</p> <p>     Bully-Cummings joined the department in 1977 at the age of 19. She left for several years to work as a lawyer and returned as assistant chief under then-Chief Jerry Oliver, replacing him on Nov. 3, 2003. Oliver left amid a scandal stemming from a gun being found in his luggage at Detroit Metropolitan Airport.</p> <p>     "The men and women of the Detroit Police Department would like to thank Chief Bully-Cummings for her years of dedicated service to the Department as well as her guidance and wish her well in all future endeavors," her spokesman James Tate said in a written statement.</p> <p>     Councilwoman Sheila Cockrel said she was pleased with Bully-Cummings' decision to retire.</p> <p>     "That's the department that needs a lot of attention," she said. "The chief's role in the Gary Brown firing fundamentally affected the chain of command."</p> <p>     Former Police Chief Isaiah "Ike" McKinnon, now an associate professor at the University of Detroit-Mercy, said he was sad to see her go but happy to see her spend time with her family.</p> <p>     McKinnon called Bully-Cummings, who served as his chief of staff for two years, a friend.</p> <p>     "When you are the first at something, you are really watched," he said. "She did an outstanding job responding to that."</p> <p>     Former Detroit Police Chief Benny Napoleon, who attended Cass Technical High School with Bully-Cummings, gave her tenure mixed reviews.</p> <p>     "Her legacy will be one of quite frankly discontent among the rank and file ... who are not very happy with the direction of the department," he said. He called her bright and capable, and said Bully-Cummings was handicapped with a reduced police force of 3,000 officers.</p> <p>     "She was placed at a severe disadvantage ... that you cannot blame her," he said.</p> <p>     Current Assistant Chief Ralph Godbee said the chief was a "tough businesswoman who had to make tough choices."
